South Africa slams UK decision to phase out aid

JOHANNESBURG (Reuters) - South Africa criticised Britain on Tuesday for a decision to phase out aid worth 19 million pounds ($29.5 million) a year, saying it was "tantamount to redefining" the relationship between Africa's biggest economy and its top investor.

British International Development Secretary Justine Greening told an African business conference this week that UK aid would end by 2015 in favour of a "new relationship based on sharing skills and knowledge, not development funding".

However, the announcement triggered a heated reaction from Pretoria, which said it was kept in the dark about the decision.

"This unilateral announcement no doubt will affect how our bilateral relations going forward will be conducted," foreign ministry spokesman Clayson Monyela said in a statement.

Greening was quoted on the UK government website as saying she had agreed with her South African counterparts on the need for a shift in development policy.

Despite pressure on public finances, Britain's Conservative government has pledged to increase aid spending to 0.7 percent of GDP, although it has made clear it will cut assistance to wealthier emerging states to boost it for poorer ones.

Last year, it said it would stop financial aid to India by 2015 amid domestic anger at annual handouts of 280 million pounds to Asia's third-largest economy while UK citizens were facing aggressive budget cuts.

Britain, South Africa's former colonial master, remains far and away its biggest investor, accounting for half of the country's 1 trillion rand ($110 billion) of foreign direct investment stock, according to central bank figures.

However, London's annual aid package, which focuses on public health and improving regional customs systems, is a drop in the ocean for Pretoria, whose budget forecasts spending of nearly $120 billion this year.

Mississippi man makes court appearance in ricin letters case

TUPELO, Mississippi (Reuters) - A Mississippi martial arts instructor suspected of mailing letters containing the deadly poison ricin to President Barack Obama and other U.S. officials appeared in federal court on Monday for a brief hearing.

James Everett Dutschke, 41, was arrested on Saturday in Tupelo, Mississippi, after authorities searched his home and former business. He is charged with developing and possessing ricin and attempting to use the poison as a weapon.

Wearing an orange prison jumpsuit, Dutschke responded briefly to a judge's questions during the eight-minute hearing in Oxford, Mississippi.

The judge, S. Allan Alexander, later granted an oral motion to keep an affidavit detailing the charges against Dutschke under seal until a detention hearing set for Thursday morning.

Dutschke has denied having any involvement with the ricin letters and said he cooperated with federal officials during their searches.

He faces a possible life sentence if convicted.

Dutschke's arrest came nearly two weeks after suspicious letters intended for Obama and U.S. Senator Roger Wicker of Mississippi were intercepted. Tests showed they were tainted with ricin, a highly lethal poison made from castor beans. A separate ricin-laced letter was also sent to a Mississippi judge.

Authorities initially arrested another Mississippi man, Kevin Curtis, in the case but dropped the charges last week after a search of his house failed to turn up any evidence of his involvement.

Dutschke's name surfaced at a court hearing when Curtis' attorney suggested someone framed her client and mentioned a running feud between the two men.

He also faces charges in a separate case related to an April 1 indictment for fondling three children between ages 7 and 16, from 2007 to 2013, according to court records.

The ricin-tainted letters were discovered just days after the bombings of the Boston Marathon and during the massive police manhunt for those responsible, helping to fuel anxiety in the United States, especially in the capital.

The case rekindled memories of the 2001 U.S. anthrax attacks that killed five people and puzzled investigators for years. The Justice Department later said that a U.S. scientist who committed suicide was responsible.

Residents concerned about health effects of hydrofracking

Apr. 28, 2013 ? s living in areas near natural gas operations, also known as hydraulic fracturing, or fracking, are concerned their illnesses may be a result of nearby drilling operations. Twenty-two percent of the participants in a small pilot study surmise that hydrofracking may be the cause of such health concerns as sinus problems, sleeping difficulties, and gastrointestinal problems.

The findings will be presented at the American Occupational Health Conference on April 28 in Orlando, Florida.

Scientists collected responses from 72 adults visiting a primary care physician's office in the hydrofracking-heavy area of Bradford County, Pa., who volunteered to complete an investigator-faciliated survey.

"Almost a quarter of participants consider natural gas operations to be a contributor to their health issues, indicating that there is clearly a concern among residents that should be addressed," says Poun? Saberi, MD, MPH, the study's principal investigator with the department of Occupational and Environmental Medicine at the Perelman School of Medicine, University of Pennsylvania. She is also an investigator with the Center of Excellence in Environmental Toxicology (CEET) at Penn.

Within these 22 percent of responders, 13 percent viewed drilling to be the cause of their current health complaints and 9 percent were concerned that future health problems can be caused by natural gas operations. The previous health complaints by participants were thought to be anecdotal in nature as they were individual cases reported publicly only by popular media.

"What is significant about this study is that the prevalence of impressions about medical symptoms attributed to natural gas operations had not been previously solicited in Pennsylvania. This survey indicates that there is a larger group of people with health concerns than originally assumed," explains Saberi.

The survey included questions about 29 health symptoms, including those previously anecdotally reported by other residents and workers in other areas where drilling occurs. Some patient medical records were also reviewed to compare reported symptoms with those that had been previously documented. "Sinus problems, sleeping difficulties, and gastrointestinal problems were the most common symptoms reported on the Bradford survey," notes Saberi. "Of the few studied charts, there were no one-to-one correlations between the participants' reported symptoms on the survey and the presenting symptom to the medical provider in the records. This raises the possibility of communication gaps between residents with concerns and the medical community and needs further exploration. An opportunity exists to educate shale region communities and workers to report, as well as health care providers to document, the attributed symptoms as precisely as possible."

The CEET team also mapped the addresses of patients who agreed to provide them in relation to drilling to determine if proximity to drilling operations may relate to health problems.

"We hope this pilot study will guide the development of future epidemiological studies to determine whether health effects in communities in which natural gas operations are occurring is associated with air, water, and food-shed exposures and will provide a basis for health care provider education," says CEET director Trevor Penning, PhD. "The goal of science should be to protect the public and the environment before harm occurs; not simply to treat it after the damage has been done."

The Bradford County health concerns pilot study is one of three hydrofracking studies currently underway at CEET, one of 20 Environmental Health Sciences Core Centers (EHSCC) in the US, funded by the National Institutes of Environmental Health Sciences (NIEHS).

CEET is also partnering with Columbia University's EHSCC to measure water quality and billable health outcomes in areas with and without hydrofracking on the Pennsylvania-New York border. Using a new mapping tool developed by Harvard University, CEET and Harvard researchers are creating maps of drilling sites, air quality, water quality, and health effects to locate possible associations. Initial studies will focus on Pennsylvania. Results of both studies are expected in early 2014. These collaborative studies are funded by pilot project funds from the respective EHSCCs, which in turn obtain their financial support from NIEHS.

Some say immigration bill is bad deal for the GOP

WASHINGTON (AP) ? Some feisty Republicans are challenging a claim widely held among GOP leaders that the party must support more liberal immigration laws if it's to be more competitive in presidential elections.

These doubters say the Republican establishment has the political calculation backward. Immigration "reform," they say, will mean millions of new Democratic-leaning voters by granting citizenship to large numbers of Hispanic immigrants now living illegally in the United States.

The argument is dividing the party as it tries to reposition itself after losing the popular vote in five of the past six presidential elections. It also could endanger President Barack Obama's bid for a legacy-building rewrite of the nation's problematic immigration laws.

Many conservatives "are scared to death" that the Republican Party "is committing suicide, that we're going to end up legalizing 9 million automatic Democrat voters," radio host Rush Limbaugh recently told Sen. Marco Rubio, R-Fla., a leader of the bipartisan team pushing an immigration overhaul.

Strategists in both parties say several factors, including income levels, would make many, and probably most, newly enfranchised immigrants pro-Democratic, at least for a time.

Rubio says the risk is worth taking.

"Every political movement, conservatism included, depends on the ability to convince people that do not agree with you now to agree with you in the future," he told Limbaugh.

Politically, Republicans face two bad options.

They can try to improve relations with existing Latino voters by backing a plan that seems likely to add many Democratic-leaning voters in the years ahead. Or they can stick with a status quo in which their presidential nominees are losing badly among the electorate's fastest-growing segment.

In 2012, Republican presidential nominee Mitt Romney, who suggested that vanishing job opportunities would prompt immigrants to "self deport," carried only 27 percent of the Hispanic vote. A Republican Party study of that election concluded, among other things, that the GOP must appeal to more Hispanics, and to do so it must "embrace and champion comprehensive immigration reform."

Party leaders say the harsh language that some Republicans use when discussing illegal immigration has angered many Americans with Hispanic heritages.

Rubio's bipartisan group has proposed legislation to strengthen border security, allow tens of thousands of new high- and low-skilled workers into the country, require all employers to check their workers' legal status, and provide an eventual path to citizenship for some 11 million immigrants now in the country illegally.

Even if the bill survives the Democratic-controlled Senate, stiff resistance is expected in the GOP-dominated House. Many House Republicans dislike the idea of "amnesty" for those who crossed the border illegally, and some say it's foolish to enfranchise likely Democratic voters.

Obama embraces the Rubio plan, and it won crucial praise from House Speaker John Boehner, R-Ohio, and Rep. Paul Ryan, R-Wis., last year's vice presidential nominee.

Rubio and his allies challenge the notion that creating a way to citizenship for millions of people here illegally will dramatically increase Democratic turnout in future elections.

"Not all 11 million illegal immigrants here today will qualify to become citizens, and not all of the 11 million illegal immigrants are Hispanic," according to Rubio's "Myth vs. Fact" website. The site says many immigrants will not choose to become citizens, and many new citizens, like many current ones, will not bother to vote.

Some Republican campaign strategists, however, say the political damage would be worse than party leaders acknowledge.

Republican consultant and pollster Mike McKenna said one of his surveys shows that most Americans favor "immigration reform" and they believe it will benefit Democrats more than Republicans.

In an interview, McKenna said Republican leaders are embracing Rubio's plan without sufficient data on where it might lead. "I think about two months from now, the folks in the establishment are going to wish they hadn't started this conversation," McKenna said.

Party leaders erred, he said, by couching the immigration debate in political rather than moral terms. "The argument that it's going to be politically advantageous is not going to be sustainable over time," McKenna said.

Political activists have swapped estimates of how many people now living here illegally might choose to become citizens, register to vote and turn out for Democratic candidates if a path to citizenship is opened. Even the most conservative guesses assume that Democrats would benefit more than Republicans, initially, at least.

Rubio's allies play it down.

"The status quo is not acceptable to Republican voters," said GOP consultant Kevin Madden, who has worked for Romney and others. Republican leaders, he said, must push for the best rewrite of immigration laws they can achieve.

Texas-based GOP consultant Matt Mackowiak noted that evangelical leaders, major business groups and others that opposed immigration changes in 2007 are now on board. He said the Republican Party should focus on attracting Hispanic voters with its standard message of small government and free enterprise, and not worry too much if a new law produces more Democratic-leaning voters for a while.

"If we don't win 40 to 45 percent of Hispanics," Mackowiak said, "we're not going to win elections regardless of whether this happens."

Limbaugh is among those who don't buy it.

"I see polling data again that suggests that 70 percent of the Hispanic population in the country believes that government is the primary source of prosperity," he told Rubio in their recent exchange. "I don't, therefore, understand this contention that Hispanics are conservatives-in-waiting."

Egypt's Mursi climbs down, to seek compromise on judges

CAIRO (Reuters) - Egyptian President Mohamed Mursi and top judges agreed on Sunday to seek a compromise to defuse a battle over Islamist attempts to force out thousands of judges that have deeply polarized the Arab world's most populous nation.

Mursi's Islamist allies had proposed legislation to purge more than 3,000 judges at a stroke by reducing their mandatory retirement age to 60 from 70 to sweep away senior jurists appointed under autocratic former President Hosni Mubarak.

But after nearly three hours of talks, the president's office and the Supreme Judicial Council said they had agreed to launch a conference on the future of the justice system that would work out a reform acceptable to both sides.

The deal appeared to be a significant climbdown by the ruling Muslim Brotherhood in the face of fierce resistance to its push for a fast-track law to "cleanse the judiciary".

A presidential spokesman said in a statement read on state television that Mursi had praised the idea of a justice conference and would start preparatory sessions at the presidency on Tuesday.

Mursi would "personally adopt all the conclusions of this conference from project laws to present it to the legislative council," he said.

Mohamed Mumtaz, president of the Supreme Judicial Council, gave an almost identically worded statement.

A judicial source said discussion of the Islamist draft law that sparked an outcry among judges, lawyers, opposition parties and civil rights groups, would be frozen until after the conference and the president would present a new draft.

REMNANTS OR SAVIOURS?

The Brotherhood accuses many judges of being remnants of the previous regime, who abuse their position to obstruct elections and laws proposed by bodies elected since the uprising that overthrew Mubarak in 2011, and of frustrating efforts to bring corrupt former officials to justice.

The secular, liberal and left-wing opposition, as well as ultra-conservative Salafi Islamists, charge that the Muslim Brotherhood is trying to monopolize power by purging independent judges to make way for its own place men in key courts.

The opposition is also demanding the removal of Prosecutor General Talaat Ibrahim, whose appointment by Mursi was ruled illegal by an appeals court. Ibrahim, accused of bias towards the Islamists in his conduct, is appealing against the ruling.

Several thousand judges held a protest rally last week to denounce the planned amendment of the Judicial Authority Law in the upper house of parliament as unconstitutional.

But the floor leader of the Brotherhood's Freedom and Justice Party, Essam El-Arian, said on Friday lawmakers should press ahead with the new law without delay.

The battle over the judiciary has triggered street violence with the Brotherhood holding a mass demonstration on April 19 to demand a "cleansing of the judiciary" that ended in clashes.

Attention Baby Boomers: Get Screened for Hepatitis C

Apr. 26, 2013 ? If you were born during 1945-1965, talk to your doctor about getting tested for hepatitis C. Baby boomers are five times more likely than other adults to be infected. In fact, 75 percent of adults with hepatitis C were born during these years.

The word "hepatitis" means swelling of the liver. Hepatitis is most often caused by a virus. In the United States, the most common type of viral hepatitis is hepatitis C. Hepatitis C is primarily spread through contact with blood from an infected person. More than 15,000 Americans, most of them baby boomers, die each year from hepatitis C-related illness.

Deaths related to hepatitis C have been on the rise and are expected to increase. Hepatitis C is a leading cause of liver cancer and the leading reason for liver transplants. Other serious health problems related to hepatitis C include:

  • Liver damage
  • Cirrhosis
  • Liver failure

The reason that baby boomers have the highest rates of hepatitis C is not completely understood. Most boomers may have become infected in the 1970s and 1980s when rates of hepatitis C were the highest. Many baby boomers could have gotten infected from tainted blood and blood products before testing of the blood supply began in 1992. Others may have become infected from injecting drugs, even if only once in the past. Still, many baby boomers do not know how or when they were infected.

People with hepatitis C often have no symptoms and can live for decades without feeling sick. As baby boomers grow older, there is a greater chance that they will develop life-threatening liver disease from hepatitis C.

Risk factors for hepatitis infection include:

  • History of blood transfusions or other blood products (before July 1992)
  • Organ transplant before widespread testing for HIV and hepatitis (before July 1992)
  • Long-term dialysis treatment
  • Exposure to hepatitis C such as through a healthcare setting (healthcare needle sticks)
  • Infection with HIV, the AIDS virus
  • Children born to mothers who have hepatitis C
  • Any past use of injected illegal drugs
  • Having received a tattoo with needles that were not properly disinfected

The only way to know if you have hepatitis C is to get tested. Early detection can save lives. There is a simple blood test to determine if a person has ever been infected with the hepatitis C virus. It is estimated that one-time testing of everyone born during 1945 through 1965 will prevent more than 120,000 deaths.

Knowing your diagnosis early and getting treatment can help prevent liver damage, cirrhosis, and even liver cancer. There are no vaccines to prevent hepatitis C.

Many people who have been diagnosed with hepatitis C can be successfully treated with medications called antivirals. Two new medicines are now available (telaprevir and boceprevir), that when added to the standard treatment can increase the effectiveness and shorten treatment time for many people. For many people, medical treatment can result in clearing hepatitis C from the bloodstream.

Serbian lawmakers vote to support Kosovo deal

BELGRADE, Serbia (AP) ? Serbian lawmakers have overwhelmingly supported an agreement normalizing relations with breakaway Kosovo, a potentially landmark deal that could end years of tensions between the Balkan antagonists and put them both on a path to European Union membership.

Parliament backed the deal in a 173-24 vote Friday. The agreement drew support from the parties of the ruling, nationalist-led government and the center-left opposition. A pro-Russian, nationalist party was the only group that voted against the deal.

Parliamentary backing is a boost for the Serbian government, which reached the agreement with Kosovo this month in Brussels, but has faced pressure from nationalists and Serb hardliners in Kosovo's divided north, who rejected it.

Serbia has refused to recognize Kosovo's 2008 declaration of independence.

President Barack Obama's cautious stance on the conflict in Syria shone clearly Friday as he warned President Bashar Assad that ?the systematic use? of chemical weapons against Syrian rebels would trigger a forceful American response.

Back in August, Obama bluntly warned Assad?s regime that while he had not ?at this point? ordered an American military response to Syria's civil war, ?a red line for us is we start seeing a whole bunch of chemical weapons moving around or being utilized."

When it comes to chemical weapons, what is "a whole bunch"? What does "systematic" mean? The White House has carefully refused to define either term precisely, keeping the president's options open. Republicans have called for a far more forceful U.S. role in Syria, notably by arming the rebels and establishing "safe zones" to protect the opposition or Syrians fleeing the fighting.

In 2008, Obama used his opposition to the Iraq war?and Hillary Clinton?s initial support for it?as a potent weapon to capture the Democratic presidential nomination. The flawed case for toppling Saddam Hussein looms large now as the president wrestles with the U.S. response to signs that Assad?s iron-fisted regime used chemical weapons in Syria?s two-year civil war. The conflict has claimed the lives of an estimated 70,000 people.

?I think all of us, not just in the United States but around the world, recognize how we cannot stand by and permit the systematic use of weapons like chemical weapons on civilian populations,? Obama said as he met Friday in the Oval Office with King Abdullah II of Jordan.

The president?s comments came a day after Defense Secretary Chuck Hagel and the White House revealed that U.S. intelligence believed Assad had used chemical weapons, specifically the deadly nerve agent sarin, against opposition forces in the country's ongoing civil war.

On Thursday, the White House disclosed that "our intelligence community does assess with varying degrees of confidence" that Assad's regime had used sarin. But top officials?from Hagel on down?warned that those findings did not mean that Assad had now crossed Obama's "red line" or that American military action might be imminent. Instead, they said Washington will now work with its allies, Syria's opposition and the United Nations to build what one top Obama aide called an ?airtight? case.

"These are preliminary assessments; they?re based on our intelligence gathering. We have varying degrees of confidence about the actual use, but there are a range of questions around how, when, where these weapons may have been used," Obama said Friday, vowing "to make sure that we are investigating this as effectively and as quickly as we can."

"But I meant what I?d said, and I will repeat," he said. "Horrific as it is when mortars are being fired on civilians and people are being indiscriminately killed, to use potential weapons of mass destruction on civilian populations crosses another line with respect to international norms and international law. And that is going to be a game changer."

"We have to act prudently. We have to make these assessments deliberately. But I think all of us, not just in the United States but around the world, recognize how we cannot stand by and permit the systematic use of weapons like chemical weapons on civilian populations," he said.

Just how big a factor is the March 2003 invasion of Iraq? A senior Obama aide, briefing reporters Thursday on a conference call arranged by the White House, made repeated references to it as a reason to tread cautiously.

?I?d say that given our own history with intelligence assessments, including intelligence assessments related to weapons of mass destruction, it?s very important that we are able to establish this with certainty and that we are able to present information that is airtight in a public and credible fashion," he said. "That is, I think, the threshold that is demanded."

White House press secretary Jay Carney sharply rejected any notion that Obama might show more "leniency" on weapons of mass destruction because of the Iraq War. "Absolutely not," he told reporters at his Friday briefing.

"The fact is that we do have some evidence and we need to build on that," Carney said. "The precedent you cite I think is a significant one, and it simply stands to reason that the assessments that we make, the intelligence community makes, are extraordinarily valuable, and they do excellent work, but they are building blocks towards a broader objective here, which is the accumulation of concrete evidence?evidence that can be corroborated, evidence that can be presented and reviewed and then acted on if the conclusion is that a red line has been crossed."

Jeter has 'no doubt' that he'll return to Yankees

NEW YORK (AP) ? Don't count out the captain.

Derek Jeter is certain he will return to the New York Yankees this season at the same level that made him one of baseball's most revered players.

In a jocular mood and wearing pinstriped pants, a practice jersey and hat, Jeter expressed frustration in learning last week that there was a new break in the ankle, an injury that has sidelined him since Game 1 of the AL championship series. He likely will be out until after the All-Star break.

Still, he never wavered in his confidence that he will run ? without a limp ? to the shortstop position that has been his since 1996.

"When you have doubt, that's when you're in trouble. I have been told this bone will heal, and when it heals I'll be ready to go," Jeter said Thursday. "It's frustrating I can't magically make it heal sooner than it's taken."

Jeter was in the dugout for a game for the first time this season when New York played Toronto, getting to know several teammates that weren't with the Yankees when he played in his last spring training game in mid-March.

Kevin Youkilis, among the new Yankees, was out of the lineup for the fifth straight game because of a tight lower back.

"He tried to take some work in the cage," manager Joe Girardi said. "He's just not ready. I thought it would be today. So hopefully it's tomorrow. We'll just go day by day."

Girardi is confident that when Jeter returns, he'll be the same player who has 3,304 hits, including an AL-leading 216 last season.

"He's had a setback here," Girardi said. "We have to deal with it but, hopefully, we get him back and he's the same player he was at the end of last year."

The 13-time All-Star is disappointed he failed in fulfilling his prediction that he would return by opening day. Now the reality is he will not be able to help his team until around mid-July, weeks after he's turned 39 years old.

No. 2 has a date in mind for his return, but he not saying when it is.

"The last timeline I set, I didn't make," Jeter said. "I don't want to disappoint myself or anyone else."

Jeter was always stubborn about injuries, refusing tests and claiming he was well enough to play. He has willed himself onto the field throughout a career in which his 2,531 games at shortstop rank only behind Omar Vizquel (2,709) and Luis Aparicio (2,581).

"I don't talk about injuries," he said. "It's just I think talking about injuries is just making an excuse for yourself. You either play or you don't."

In 2004, he famously dived into the stands to make a catch against the Boston Red Sox and walked off the field bloody and bruised. Yet, he took his position at Shea Stadium the next day.

When he dislocated his shoulder in 2003, he returned almost exactly to the day predicted and played through pain much of the season ? the only one of his 17 previous full seasons that he played less than 130 games.

At 38, he had no such luck. Jeter played for much of last September with a bad bone bruise. It finally gave out against the Detroit Tigers when he lunged for a groundball Oct. 13. A week later he had surgery, and a Christmas party at Yankee Stadium for his Turn 2 Foundation, he vowed to be on the field for the April 1 opener.

But Jeter was slowed by stiffness and soreness during spring training and only played five big league games, three at shortstop. When the pain persisted into April, he went for a new CT scan in Charlotte, N.C., and that test revealed the break.

"When I got it, it wasn't good news," Jeter said. "I thought I would go up there, when I went to see the doc, I thought he would say it was something different. Tape it up. Let's go. But it wasn't the case. It didn't feel too good for quite some time. I'm laughing and smiling and happy that I'm up here. But I'm still upset that I can't play."

For now he will be limited to playing cheerleader and working out until he is given the OK to start his on-field rehabilitation again. Jeter walked without a limp into and out of the news conference, and he wasn't wearing the protective boot he says he has to wear, even though he doesn't think it's necessary.

He'll spend at least the 10-game homestand in New York.

"It's tough to not be around the team," Jeter said.

(AP) ? Police say legions of officers and a small battery of water cannon are at France's National Assembly as lawmakers prepare for a final vote to legalize gay marriage.

Christophe Crepin, spokesman for the police union UNSA, says the extraordinary security is in place protectively for Tuesday's vote.

In recent weeks, violent attacks against gay couples have spiked and some legislators have received threats ? including one who got a gunpowder-filled envelope. One protest against gay marriage ended with some demonstrators fighting police and damaging cars along the Champs-Elysees avenue.

When President Francois Hollande promised to legalize gay marriage, it was seen as relatively uncontroversial. The issue has since rejuvenated the country's conservative movement and brought together the far right, the Catholic Church and many French families from the countryside.

LONDON (Reuters) - Frankfurt Opera was crowned the world's best opera company on Monday at the inaugural International Opera Awards which were set up to promote opera to a wider audience as it comes under increasing financial pressure.

The award was one of 21 prizes announced at a ceremony in central London to kick off "The Operas", annual awards set up by Opera Magazine and British businessman Harry Hyman.

German Jonas Kaufmann, often described as the "new king of tenors", was crowned the best male singer after strong reviews from productions of "Carmen" and with his solo albums, Verismo Arias and Wagner, becoming bestsellers within weeks of release.

Swedish soprano Nina Stemme, who received raves in Munich, Milan and Paris for her Wagner, beat five others including Joyce DiDonato and Sarah Connolly to be named best female singer.

Briton Antonio Pappano, music director of Britain's Royal Opera House, won the award for best conductor.

The winners list said that under its intendant Bernd Loebe, the Frankfurt Opera had established itself as one of Europe's best, with houses almost regularly filled to capacity for a mix of rarely performed works and more mainstream repertoire.

Opera Magazine editor John Allison said he hoped the awards would bring more recognition to opera at an economically tough time when many opera houses were struggling due to a drop in private sponsorships and state subsidies.

"Very few opera companies in the world are immune to the financial pinch," Allison said, adding that this could stifle creativity and tempt opera companies "to play it safe".

Hyman said the awards were intended to broaden the audience for opera and encourage new talent by creating bursaries.

"I hope they will become the Oscars of opera," he said.

The awards received 1,500 nominations from 41 countries and the winners decided by a 10-member jury made up of opera critics, opera house chiefs and singers.

The award for the best new production went to "The Legend of the Invisible City of Kitezh" by Nikolai Rimsky-Korsakov that was performed by the Netherlands Opera and directed by Russia's Dmitri Tcherniakov, who also won the award for best director.

The award for best world premiere was won by the favorite, "Written on Skin" by George Benjamin which premiered at the Aix-en-Provence festival in France before runs in several major opera houses.

The young singer award went to British soprano Sophie Bevan and the best newcomer, conductor or director, was won by Italian conductor Daniele Rustioni.

A lifetime achievement award was given to George Christie, former chief executive of the British opera house Glyndebourne.

LUSHAN, China (Reuters) - Rescuers struggled to reach a remote, rural corner of southwestern China on Sunday as the toll of the dead and missing from the country's worst earthquake in three years climbed to 208 with almost 1,000 serious injuries.

The 6.6 magnitude quake struck in Lushan county, near the city of Ya'an in the southwestern province of Sichuan, close to where a devastating 7.9 quake hit in May 2008, killing 70,000.

Most of the deaths were concentrated in Lushan, a short drive up the valley from Ya'an, but rescuers' progress was hampered by the narrowness of the road and landslides, as well as government controls restricting access to avoid traffic jams.

"The Lushan county center is getting back to normal, but the need is still considerable in terms of shelter and materials," said Kevin Xia of the International Federation of Red Cross and Red Crescent Societies.

"Supplies have had difficulty getting into the region because of the traffic jams. Most of our supplies are still on the way."

In Ya'an, relief workers from across China expressed frustration with gaining access to Lushan and the villages beyond, up in the mountains.

"We're in a hurry. There are people that need help and we have supplies in the back (of the car)," said one man from the Shandong Province Earthquake Emergency Response Team, who declined to give his name.

The Ministry of Civil Affairs put the number of dead at 184 and missing at 24, with more than 11,800 injured.

Hundreds of armed police were blocked from using roads that were wrecked by landslides and marched in single file with shovels en route to Baoxing, one of the hardest hit areas. Xinhua news agency said 18,000 troops were in the area.

The Foreign Ministry thanked foreign governments for offers of help, but said the country was able to cope.

In Lushan, doctors and nurses tended to people in the open or under tents in the grounds of the main hospital, surrounded by shattered glass, plaster and concrete. Water and electricity were cut off by the quake, but the spring weather is warm.

"I was scared. I've never seen an earthquake this big before," said farmer Chen Tianxiong, 37, lying on a stretcher between tents, his family looking on.

In another tent, Zhou Lin sat tending to his wife and three-day-old son who were evacuated from a Lushan hospital soon after the quake struck on Saturday.

"I was worried the child or his mother would be hurt. The buildings were all shaking. I was extremely scared. But now I don't feel afraid any more," said Zhou, looking at his child who was wrapped in a blanket on a makeshift bed.

Premier Li Keqiang flew into the disaster zone by helicopter to comfort the injured and displaced, chatting to rescuers and clambering over rubble.

"Treat and heal your wounds with peace of mind," Xinhua quoted Li as telling patients at a hospital. "The government will take care of all the costs for those severely wounded."

Chen Yong, the vice director of the Ya'an city government earthquake response office, told reporters on Saturday that the death toll was unlikely to rise dramatically.

Already poor, many of the earthquake victims said the government was their only hope.

Cao Bangying, 36, whose family had set up mattresses and makeshift cots under a dump truck, said her house had been destroyed.

"Being without a home while having a child of this age is difficult," Cao said, cradling her nine-month-old baby. "We can only rely on the government to help us."

No schools had collapsed, unlike in 2008 when many poorly constructed schools crumpled causing huge public anger, prompting a nationwide campaign of re-building.

Ya'an is a city of 1.5 million people and is considered one of the birthplaces of Chinese tea culture. It is also the home to one of China's main centers for protecting the giant panda.

Father of Boston suspects plans to fly to US

(AP) ? The father of the two Boston bombing suspects says he will travel from Russia to the United States this week to seek "justice and the truth."

Anzor Tsarnaev told The Associated Press that he has "lots of questions for the police" and he wants "to clear up many things."

In the interview on Sunday he said only that he planned to go in several days, but the suspects' mother, Zubeidat Tsarnaeva, told journalists on Monday that the father plans to fly to the U.S. on Wednesday.

She said the family would try to bring the body of their elder son back to Russia.

Tamerlan Tsarnaev was killed in a gun battle with police. His 19-year-old brother Dzhokhar was later captured alive but badly wounded.
