Obama picks Furman as chief economist, Krueger steps down: source

WASHINGTON (Reuters) - President Barack Obama plans to appoint longtime adviser Jason Furman to be his new chief White House economist, according to a source familiar with the matter.

Furman, who will replace economist Alan Krueger as chair of the White House's Council of Economic Advisers (CEA), has a Ph.D. in economics from Harvard University and has advised Obama since his 2008 election campaign.

Furman has been instrumental in formulating administration policies on taxes, the response to the U.S. recession, and efforts to avoid a "fiscal cliff" at the end of last year.

Krueger, who was confirmed as CEA chair in November 2011, is returning to his professor post at Princeton University, from which he has been on leave, the White House confirmed.

"Alan was the driving force behind many of the economic policies that I have proposed that will grow our economy and create middle-class jobs," Obama said in a statement.

"And while we have more work to do, today our economy is improving - thanks, in no small part, to Alan's efforts," he said.

Krueger had to return to the school by this fall in order to maintain his tenure, according to one source.

A White House spokeswoman declined to comment on Furman.

Furman is currently assistant to the president for economic policy and principal deputy director of the White House National Economic Council (NEC), which is run by Gene Sperling, and was an economist in the Clinton administration.

When former NEC head Larry Summers left the administration at the end of 2010, Furman was considered a possible replacement, but the post went to Sperling instead.

"He's as bright and able as any economist I've worked with," Summers said of Furman in an interview. "I think he'll be terrific."

The CEA advises the president on domestic and international economic policy based on data and economic research. The chairman is a cabinet member and requires Senate confirmation.

Former colleagues said Furman would be effective because of his good relationship with the president and White House staff.

"Jason has got analytical chops plus extensive economic experience. The president listens to him," said Austan Goolsbee, a University of Chicago professor and former CEA chair under Obama.

"It's hard to find someone with his combination of policy experience and pragmatism along with serious economic and analytic rigor," said Jason Bordoff, a professor at Columbia University and a former White House adviser on energy issues.

"He's strategic. He understands how the White House policy process works, all of which will allow the CEA to be incredibly relevant," he said.

The appointment is likely a sign that budget and tax fights with Congress will continue to play a high profile role in White House economic policy. It could also raise the profile of the CEA within the White House itself.

Popular Brazilian Tony Kanaan ended years of heartbreak and won the Indianapolis 500 on Sunday on a day that saw a record 68 lead changes and a record average speed of 187.433 mph. It was also the coolest day in a decade at the speedway, but it didn't keep Kanaan from celebrating with the traditional celebration of milk after his victory. Carlos Munoz, a 21-year-old Colombian making his first IndyCar start, finished second and defending IndyCar Series champion Ryan Hunter-Reay was third.

Week in review: iOS 7 rumors, the Xbox One, Yahoo! gets busy and more!

It's been another busy week here on iMore, and as we get closer and closer to WWDC 2013 we're starting to see more iOS 7 rumors surface. Also making headlines this week was Yahoo!, who had a pretty busy Monday, Microsoft's future of the Xbox event, oh, and we were treated to an all-new iMore Show! Read on for the recap!

We'll start with Yahoo!, who came out swinging this past Monday. Rumors had been rife that they were preparing a bid to acquire blogging platform Tumblr, and those rumors turned into truth on Monday morning. Yahoo! and Tumblr announced the deal was to take place, and would be worth $1.1 billion in cash. Yahoo! CEO, Marissa Meyer, posted her first blog post on Tumblr that very same morning, proclaiming that "we promise we won't screw it up." Nice touch.

Then, at a press event in New York on Monday evening, Meyer herself took to the stage at the Flickr press event and presented a major overhaul to the popular photography service. The headline items were an all-new, and pretty awesome looking interface, along with a new pricing strategy that sees every single user on a free account receive a full terabyte of storage for their photos. An insane amount of free storage for your photos.

Next it was over to Microsoft to impress, with their Xbox event up at the company's Richmond headquarters. Our buddies from Windows Phone Central provided excellent coverage of the event, but while there was no specific mention of iOS related items, it's hard to deny that we were all pretty impressed. With gestures and speech recognition galore, did Microsoft beat Apple to making the killer Apple TV? Both Derek Kessler and Peter Cohan have written excellent pieces on the Xbox One and how it may fit into our world, so be sure to check them out if you missed them first time around.

Unless you've been living under a rock, you'll know that excitement is building as we get ever closer to WWDC 2013. We all have things we'd like to see come out of the annual developer conference, but likewise there's things we're pretty sure we will be seeing. One such thing is iOS 7, and this week a couple of rumors surfaced on what to expect. Firstly we heard that Flickr and Vimeo may well be integrated into iOS 7, much the same as Twitter and Facebook currently are. Then we were treated to the latest rumor around Jony Ive's all-new, flatter UI and that it is set to be "black, white and flat all over." Rumors are still just that, rumors, but it does still build up our anticipation ahead of WWDC.

Apple CEO Tim Cook made the trip cross-country this week to appear at a Senate hearing regarding the company's approach to taxes. Chris Umiastowski posted an excellent editorial on the subject that really got the iMore readers engaged, so if you happened to miss that one be sure to give it a read.

Elsewhere this week, Peter Cohan gave us some excellent tips on how to breathe new life into your ageing Mac Pro, well worth reading if, like many, you're clinging onto your Mac Pro until the bitter end. Leanna continued her round up of photography related apps, this week moving onto a great selection for the professional photographer. And, speaking of photography, I just so happened to come across a piece of vintage Apple in the QuickTake 150 digital camera, so I had to share it with you guys. Ally also posted an excellent piece on where to find the best pre-paid deal for your iPhone in the U.S. All well worth a read.

Next week we'll be telling you all about #TM13, but this week we told you about the launch party in New York City! If that's not enough, we're offering a trip for two to NYC and the launch party where you'll get to meet all the editors from Mobile Nations. If you haven't entered yet, what are you waiting for?!

Auto Court director Nelson Cottle is breaking with tradition by building a new car sales yard off the beaten track and with an emphasis on displaying cars inside rather than having a large outside yard.

The more than $2 million South Dunedin car yard on the corner of Burns and Neville Sts, across the road from Carisbrook, was set to open in July, later than scheduled because of some planning delays.

The investment was also a sign of confidence in the city and the market, he said.

The project was designed by Michael Stevenson, of Stevenson Design, and the building contractors were Lund South.

Auto Court has been operating from a site on the corner of Andersons Bay Rd and McBride St since moving from its former premises opposite the Oval, on the corner of Andersons Bay Rd and Crawford St.

Auto Court did not own the site it was currently on and Mr Cottle, with his father Neil, saw the opportunity to try something different with a new, purpose-built site.

The new site will cater for 65 vehicles inside and about 30 to 35 vehicles outside, with the added attraction of having a large indoor area for display, Mr Cottle said.

''When we set up here, we realised how lucky we were with our old site. With the cars on the inside, you reduce the need for cleaning, have a better display and use far less water washing cars - a conservation measure.

''We are reversing the traditional model of a big yard and a small inside display.''

Asked about the decision to move away from the traditional car-selling areas in Dunedin, Mr Cottle said Auto Court, which had operated for 50 years, had a good customer base and received referrals and return business. Good advertising and having a selection of good quality cars at the right price meant people travelled to buy, he said.

Sales in the used car business were buoyant and that helped with the decision to build something new. The strength of the New Zealand dollar against the Japanese yen was helping the company buy and import late-model cars that met tough new emission standards, Mr Cottle said.

Late last year, the dollar was buying 62 yen to 64 yen, but this week the dollar was buying 83 yen.

''That's made buying much easier for us.''

Industry figures from the New Zealand Transport Authority showed the sales of Japanese imported vehicles were exceeding new car sales each month, he said.

Auto Court was focusing on 2004 to 2013 models, some of which were still to be released as new vehicles in New Zealand.

''If we were not buying these cars they would end up back on the road in Japan.''

Auto Court has also bought the block of land on Burns St, next to the new car sales site, and the Cottles were investigating the development of the site. Ideally, they would like a business related to the car industry to establish itself on the site.

Nelson Cottle said having the Dunedin City Council conclude its negotiations with Calder Stewart regarding the redevelopment of the former rugby ground would result in the area going ahead. Already, vehicle traffic in the area was high and there was plenty of parking available for customers.

Thanet in Kent won eight awards, while the Isle of Wight, Bournemouth and Poole in Dorset, and Torbay in Devon each received four awards.

Campaign group Keep Britain Tidy runs the awards scheme in England.

The 55-beach total is down from 79 in 2012, but this year beaches were subject to much tougher standards.

'Town asset'

They had to meet the new "excellent" standard required under the new EU Bathing Waters Directive.

Beaches also had to advise users where they could obtain real-time information on discharges from nearby combined sewage overflows if it could temporarily affect the quality of bathing water.

Other well-known beaches awarded Blue Flags this year included Central Beach in Skegness, Lincolnshire; Lowestoft South Claremont in Suffolk; Martello Bay at Clacton-on-Sea in Essex; and Whitby in North Yorkshire.

A further 133 beaches in England were rated clean enough to be awarded Seaside Awards - formerly known as Quality Coast Awards - by Keep Britain Tidy.

The Isle of Wight won the most awards nationwide, with a total of four Blue Flags and 13 Seaside Awards.

Richard McIlwain, Keep Britain Tidy operations director, said: "Keep Britain Tidy campaigns to improve the quality of our local environment and we know that communities up and down the country love their beaches and understand what an asset they are for their towns' economies.

Holidaymakers and day trippers want to visit clean, safe beaches and the sight of the Blue Flag or Seaside Award flying gives them the reassurance that they will."

As U.S. struggles with Syria policy, Senate panel backs arming rebels

WASHINGTON (Reuters) - A Senate panel voted overwhelmingly on Tuesday to send weapons to rebels fighting Syria's government, but it was not clear who would get the arms even if the bill succeeds, as Washington struggles to deal with its response to the conflict.

The Senate Foreign Relations Committee voted 15-3 for legislation that would send arms to "vetted" moderate members of the Syrian opposition, the first time U.S. lawmakers have approved such military action in the two-year-old civil war.

The measure will now be considered by the full Senate, where a vocal group of legislators has been pushing for President Barack Obama to do more to help the rebels waging a war in which at least 80,000 people have died.

Only three senators on the committee - Republican Ron Paul and Democrats Tom Udall and Chris Murphy - opposed the bill. But lawmakers from both parties expressed concerns about whether sending arms risked putting powerful weapons into the wrong hands, including fighters with ties to al Qaeda.

"I don't think we know who we're arming. And the truth is, it changes every day. Sometimes resistance fighters are fighting each other," Udall said.

Even backers of the bill said they believed that the United States had to act largely to mitigate the risks of not doing anything.

"The situation in Syria is critical for Syria, for the region and for U.S. efforts to counter extremism," said Democratic Senator Robert Menendez, the panel's chairman and a co-author of the bill.

There is less enthusiasm for arming the rebels in the Republican-controlled House of Representatives, so it is not clear whether the Senate bill would ever get through Congress and reach Obama and be signed into law.

In Syria, Lebanese Hezbollah fighters and Syrian soldiers, backed by air strikes, renewed an offensive aimed at driving rebels from a town near the Lebanese border, raising fears about the conflict spreading in the region.

Republican Senator James Risch, who eventually voted yes to the weapons bill, expressed concerns about the prospects in Syria if President Bashar al-Assad were ousted.

"I'm not sure that the people we help here are going to be particularly grateful once the deed is done," he said.

AMERICANS OPPOSE INTERVENTION

As the United States moves to end more than a decade of war in Iraq and Afghanistan, most Americans oppose getting involved in Syria. A Reuters/Ipsos online poll on Tuesday showed that 60 percent of Americans believe the country should not intervene, compared with only 12 percent who think it should.

The Obama administration has been resisting sending lethal military aid to the Syrian rebels, despite intelligence this month that Assad's forces likely used chemical weapons against the rebels - something Obama had called a "red line."

The U.S. president said last week he would consider both diplomatic and military options to pressure Assad, but that does not satisfy his critics.

Republican Senator John McCain, one of the loudest voices calling for military aid, dismissed concerns that the United States may not be able to properly vet rebels in an increasingly chaotic Syria, and scoffed at plans for a peace conference in Geneva next month.

"There's plenty of people that we can work with and set up a legitimate government, and to say that we can't is baloney. It's just not true. It's another cop-out and so is this, quote, 'conference' a cop-out because we're not going to do anything until we have the conference," he told reporters before the hearing.

"Meanwhile, people are being slaughtered. Meanwhile, Assad is gaining the initiative," he said.

Analysts say Washington could pick the right people to arm, citing success doing so in previous wars in Libya, Kosovo and Bosnia and noting that Washington has been facilitating the provision of arms to the rebels by allies for much of the Syrian conflict.

"This is a feasible prospect," said Gregory Koblentz, a fellow at the Council on Foreign Relations and an expert on the Middle East.

But he said it will not be easy, explaining that the United States would have to increase its military presence in the region to be successful. "Clearly one of the lessons learned from Afghanistan is to do it yourself to make sure that you have your own assessment," Koblentz said.

It isn?t easy being a guitar prophet. When Metropolis reaches Richard Pinhas, the storied French musician begs off the interview. He?s feeling rough, he says, after a concert with US noise rockers Wolf Eyes the previous weekend. Skip a day and Pinhas is in a better state. He?s at home in Paris watching a political documentary about the rise of China while practicing scales. Does the founder of groundbreaking ?70s French electronic rock band Heldon take a traditional approach to music study?

?There was no way to study guitar when I started in the ?60s,? he answers. ?I started around 13, and became serious about playing guitar after seeing Hendrix?he was my main influence at the time.?

Perhaps because the electric guitar was still so fresh then, particularly in France, Pinhas developed an approach eschewing traditional song forms, a method that flowered with Heldon. ?At that time you had to learn by yourself because there was no one to teach you,? he recalls in serviceable if heavily accented English. ?I finally learned to read and write music when it was needed to be professional in the ?70s and ?80s. But it was not important for a guy of my era.?

Heldon?s extended, hypnotic jams provided the French answer to the ?70s work of fellow experimentalists such as Brian Eno and Robert Fripp. Albums like Electronique Guerilla have come to be seen as landmark works, and brought Pinhas?s music to a new generation of avant-garde music aficionados. ?It?s strange that now Heldon is cataloged as noise or postrock,? he admits, ?but I keep myself fresh playing with young musicians. Also, I have two sons in their 20s and 30s and they expose me to a lot of new stuff. In France you don?t have a distinction of generations, a guy in his 60s can play with a guy in his 20s.?

Pinhas?s new outing, Desolation Row, is a dark affair where 18-minute opuses surge and ebb on waves of electronic and guitar noise. He says it?s the first part of a trilogy about the effects of neoliberalism on Western countries. ?It?s been a very sad time, and I tried to express this in music,? he explains. ?Desolation Row is the first, the second will be Devolution, and the third will be The Fall. Every two months we are two times poorer?people sleeping in the streets?we are not used to this. It?s as if we?re living a science-fiction nightmare. You can see something destroying the people, destroying the cities?it?s like a cancer.?

Pinhas, who also holds a philosophy PhD, notes it?s typical for European musicians to express their political awareness in their music. This is perhaps less so the case in Japan?aside from musicians such as noise innovator and outspoken vegan Merzbow, with whom Pinhas will be touring Japan later this month.

?The intelligentsia, musicians, artists have been more politicized for centuries in the West,? he says, ?but to be honest I don?t discuss politics with Japanese musicians. Generally they have bad English and are hard to understand. Also, we tour very quickly in Japan and prefer to talk music in the limited time we have. Some Japanese realize which system they are living under, but not in the mainstream.?

Despite his recent collaborations with Merzbow and Ruins? Tatsuya Yoshida, who will also join the upcoming tour, Pinhas came to Japan late in life. ?Japanese culture is very attractive for an old guy like me,? he says. ?I suppose it?s the lack of ideology. I discovered Japan in my 40s, and your reaction is different. Japan has fantastic music, there are a lot of great bands making very different music from the USA and Europe?it?s another world.?

Men Struggle With Wives' Breast Cancer

Seventy two hours after Elissa Bantug's mastectomy, she felt broken. She was only 25 years old, but she had lost both breasts and her strawberry blond hair to cancer. Drainage tubes still hung from her chest to remove excess fluid from the operation.

In that moment, she just wanted to have sex with her boyfriend.

"I just needed something to make me not feel so broken," said Bantug, who is now 31. "Anything to make me feel beautiful."

But instead of responding to her advances, Bantug said, her boyfriend pushed her off of him and told her it was crazy for her to have sex when she was so sick -- and so obviously in pain.

"It was awful," said Bantug. "It ended in a screaming match with doors being slammed."

Bantug said it was just one of the instances in which she and her boyfriend -- to whom she is now married -- didn't communicate well during her cancer experience. He had a hard time figuring out when he was supposed to let Bantug make decisions and when he was supposed to help her decide what to do. He didn't tell her how afraid he was.

When they did have sex, Bantug's boyfriend didn't know where to put his hands or whether putting them certain places would draw attention to Bantug's scars and upset her. He thought he should sleep in the guest room because he thought she needed the space to heal, but that made her worry that he was pulling away.

Now, Bantug knows better than to stay silent about these things, and it's her job to make sure cancer patients at Johns Hopkins Medical Center do, too. She runs the hospital's Breast Cancer Survivorship Program, where it's her job to answer the questions cancer patients and their spouses feel silly asking their oncologists.

Couples want to know about what to eat and how to tell their children about the diagnosis, but they also want to know about nipple sensitivity, body image and whether cancer patients will be able to have an orgasm again, she said.

Even though breast cancer is primarily about the woman fighting it, psychologist Jennifer Wolkin said conversations about relationships inevitably come up in her sessions with patients.

In addition to finding themselves thrust into the unfamiliar role of emotional supporter, men feel they need to deny their own feelings to be stoic, said Wolkin.

"They give off an air of self-assuredness to protect women, but, ironically, it comes off as rejection," said Wolkin, who works at the Joan H. Tisch Center for Women's Health at NYU Langone.

She said men often lack support centers and have to journey through cancer alone. If they show their feelings, they worry it somehow makes them weak. Sometimes, a man's libido can even drop -- not so much because he's no longer attracted to his wife, but because of the uncertainty and unknown associated with the situation and her body.

But it doesn't have to be that way. Men and women just need to communicate and ask for help when they need it.

"Mastectomy is horrific, but I think it has potential to offer this place where a man and woman could really significantly grow in their relationship," Wolkin said.

It's important for both partners to be as informed as possible about what's going to happen during breast cancer treatment and recovery, said Lynn Erdman, the vice president of community health for Susan G. Komen for the Cure.

Erdman, a nurse who specializes in oncology, said men have their own set of concerns and emotional issues when it comes to having a spouse with breast cancer, but they often don't feel comfortable talking about them because they think it makes them selfish. She said many hospitals now offer support groups for men as a safe place for them to ask questions that would otherwise seem taboo.

"What we hear a lot of times is, 'What's the breast going to feel like after the implant is in and the tissue in it has been removed?'" Erdman said. "'If I hug her, is it going to hurt her?' 'Will it change our sex life?'"

"I've seen it often bring couples much closer together," she said."It's part of going through the cancer battle together."

If you're driving down the road someday and you come across a camper with a 50-foot periscope sticking up into the sky, you just might have crossed paths with Ira Leifer. His quirky vehicle is on a serious mission. It's sniffing the air for methane, a gas that contributes to global warming.

Leifer is an atmospheric scientist at the University of California, Santa Barbara. But you'll more often find him off campus, in a garage, next to a string of auto body shops near the airport.

The converted garage is jammed with computer workstations and a bunch of high tech gear, including a rack full of gas chromatographs ? instruments that analyze air samples.

Leifer's machines are tuned to look for hydrocarbons, especially methane. It's the main ingredient of natural gas. Methane is also much more potent than carbon dioxide as a greenhouse gas, trapping heat in the atmosphere. So it's important to know how much is in the atmosphere and where it's coming from.

Back in 2010, Leifer headed to the Gulf of Mexico to measure methane that bubbled into the water during the Deepwater Horizon blowout. He needed to take his gas chromatographs with him to do these studies.

"And the standard way scientists usually deal with this is they pack everything up in a box and they ship it, but that means you have to trust that FedEx or whoever is taking it won't accidentally drop it," Leifer says. "So I thought, 'Why don't I drive it down?' "

He rented a camper for the trip. And after his research cruise ended, Leifer thought, "Why not sample the air on the way back home?" So he jury-rigged a setup for these delicate instruments in the back.

"It involved a lot of work with an air mattress folded in half, a giant tarp filled with Styrofoam peanuts, bungees holding things to the wall and so on," Leifer says. "It really looked like a Rube Goldberg kind of weird device in the back with this gas chromatograph sitting in the middle of it."

Starting in Florida, Leifer and a couple of assistants took 6,600 methane measurements as they drove west. He says the measurements steadily increased as the RV approached Houston, which is home to hundreds of petrochemical plants. Driving around the plants and natural-gas pumping stations, he often found spikes of methane.

"And after we left the Houston area, we then continued westward, and the methane levels decreased and decreased and continued doing so all the way to the Mojave Desert," he says.

The highest readings turned out to be in the Los Angeles area, specifically around the La Brea Tar Pits. These are areas of "natural" methane seepage, Leifer says. "Oil, tar and methane seep up to the surface and fill the pits." The preserved bodies of Ice Age animals have been retrieved from the sticky muck.

Leifer qualifies the word "natural" because some of the leaks probably aren't natural at all. They're instead from old oil wells that were drilled in the early 20th century, and tapped into those same natural reservoirs of hydrocarbons. Back then folks weren't so careful with their wells.

"When the company went bankrupt, they wouldn't seal them up very well," Leifer says. "They might just stuff trees and stones and rags in them. Literally."

Methane also contributes to smog, so Los Angeles is very interested to figure out where its methane comes from.

Air mattresses and bungees actually aren't required for this kind of research. A new type of chromatograph can withstand the bumps and bruises of the road. So, since Leifer's road trip in the rented camper in 2010, there have been lots of similar methane studies by others.

But he says his was the first cross-country observation. It's being published in the journal Atmospheric Environment.

Leifer was so intrigued by the possibilities here, he bought his own 37-foot diesel RV, and he's souped it up to be a rolling chemistry lab, complete with a hydraulic lift to get all his gear into the back of the vehicle. It also has a mast that rises up five stories, like a periscope.

? This is one of those perhaps rare cases in which doing the right thing leads to a win-win situation for the shareholders [and] the economy, as well as the environment.

"Scientists are known to like cool stuff," he says with a laugh. Of course, the mast is only up when the camper is parked.

Over the course of his expedition, Leifer says he not only learned that he really, really wanted a new RV to study pollution, but also got a firsthand sense of just how much methane gas simply leaks out of refineries, pipes and wells before it can get to would-be customers.

"We're talking several hundred billion dollars of profit that's just being lost," he says. "It's causing a lot of environmental damage. The challenge now is for those companies to track down all those leaks, among half a million gas wells and hundreds of thousands of miles of pipeline. Sealing those leaks won't always repay those companies in cash, but it will provide rewards to the planet in the form of less rapid global warming.

George Michael recovering after car crash

British singer George Michael has received medical treatment after a car crash on Thursday, his publicist said. The 49-year-old former Wham! frontman was being treated for "minor cuts and bruises" after the accident, Michael's spokeswoman said.

"George Michael was a passenger in a vehicle involved in a traffic accident yesterday evening, no third party was involved," a spokeswoman said on Friday. "He is being treated for superficial cuts and bruises but is fine."

British media reported that the accident occurred just outside London on a motorway during rush hour.

The "Careless Whisper" singer has suffered a string of accidents and health scares recently.

Last year he canceled his tour of Australia due to "major anxiety" brought on by a 2011 battle with severe pneumonia in Vienna, where he was treated in intensive care for a month for a life-threatening illness.

Michael has sold an estimated 100 million records over his career, but has hit headlines in recent years for his personal life more often than for his music.

In 1998 he was arrested in California for "engaging in a lewd act" in a public toilet and also had a number of run-ins with British police for possession of narcotics. He served a term in jail for driving under the influence of cannabis.
