Want to be Hungarian? Buy some bonds

BUDAPEST (Reuters) - Lawmakers in indebted European Union member Hungary are waving the prospect of a passport at well-heeled foreign investors.

Proposed legislation listed on parliament's website would grant permanent residency and ultimately Hungarian citizenship to outsiders who buy at least 250,000 euros ($322,600) worth of special government bonds.

Hungarian passport holders are entitled to live and work throughout the European Union.

The move, backed by the ruling government party, is designed to attract new investors, especially from China.

Hungary has billions of euros worth of foreign currency debt maturing in the next few years and has explored a variety of ways to refinance.

Its plans include selling euro-denominated bonds to domestic buyers and trying to attract major new investors from Asia. Selling debt in western bond markets would happen only after tricky talks with international lenders wrap up, the government has said.

Budapest has asked for a financing backstop from the EU and the International Monetary Fund, but talks are dragging on and analysts see only a 50 percent chance of a deal.

The proposed legislation calls for the debt management office to issue special "residency bonds" to foreigners. Holders of at least a quarter of a million euros' worth of the paper would get preferential immigration treatment.

"The goal of the modification is to create the institution of 'investor residency' in Hungary," the lawmakers who put forth the legislation wrote in their proposal.

"The proposal ties gaining citizenship to buying bonds because it intends to aid state financing this way," they wrote. "Other investments from those applying for such residency could boost the real estate, retail and investment markets."

One of the authors of the proposal said Chinese investors were specifically targeted.

"The Chinese have articulated repeatedly that we should help their Hungarian investments," ruling party lawmaker Mihaly Babak told the daily Nepszabadsag. "If someone is a Hungarian citizen they have more (investment) opportunities."

"The condition of a preferential process is the purchase of 250,000 euros worth of bonds with a five year maturity ... We can attract capital from the so-called Third World this way and also finance reducing state debt."

Tanker run aground by superstorm

Powerful storm surges from Superstorm Sandy caused a nearly 170-foot water tanker to run aground in Staten Island, N.Y., on Monday night.

The front third of the tanker is grounded into Front Street. The city's waterfront was largely destroyed, which includes a number of businesses on the water.

The 168-foot tanker was moored about a mile away when Sandy's powerful force propelled it toward land.

No one was on the tanker and no one was hurt as a result of it running aground.

Sandy struck the East Coast on Monday night, leaving a trail of massive flooding, power outages and destruction. President Obama has issued disaster declarations for New York and New Jersey.

After Irene, High Anxiety Around Hurricane Sandy

New York area families who were slammed by last year's Hurricane Irene are girding for a storm that promises to hit even harder. Still hours away from the worst of Hurricane Sandy, those who are in its path are in a state of high anxiety, holding their collective breath.

Kelly Salus, a 42-year-old mother of four from suburban New Jersey, has barely recovered from the hurricane last August, which left seven feet of water in her house. She and her husband were taken to dry land by boat.

It was there at the Pompton Lakes fire house Sunday where Gov. Chris Christie declared a state of emergency and ordered evacuations of the state's barrier islands and Atlantic City casinos.

ABC News to Broadcast Special Expanded One-Hour Editions of "World News with Diane Sawyer" and "Nightline" Dedicated to Storm Coverage

The governor has predicted that residents could be out of power for up to a week after Sandy, now a category 2 hurricane, hits land later tonight.

The town's residents were asked to voluntarily evacuate because of power lines so close to houses, but Salus said, "I don't know where we would go with no family close by."

The special needs teacher and her four children, aged 4 to 17, are homebound today with all schools closed in New Jersey.

Last year, she and her husband, who is in pharmaceutical sales, had no flood insurance because they don't live in a flood zone. They got help from FEMA, but were out of pocket more than $25,000 when flood waters filled their house, destroying the furnace, washer and dryer and most of their finished basement.

Hurricane Sandy: Full Coverage

While cleaning out the basement in preparation for Hurricane Irene, Salus reached for a cast-iron roasting pan that landed on her head, breaking her nose and giving her a concussion.

"It was on a top shelf and I reached for it and it fell on me and knocked me out," she said. "I had two black eyes and I was starting a new job ? I looked like mess, like someone had beat me up."

While coastal residents are more worried about the tidal surge, Salus said the rain and wind is her concern.

"I am hopeful if there is less than 10 inches of rain," she said. "Now we have insurance and a drain system and sump pumps...we should be able to handle it."

Hurricane Sandy: Live Storm Tracker

"We are as prepared as we can be," Salus said. "The winds can be a tad scary and downed power lines. But we saw the worst 15 months ago. We can handle it."

Lisa Palmer of Glastonbury, Conn., looks at old photos of the Hurricane of 1938 as she waits anxiously for another historic storm, Hurricane Sandy, to move up the coast.

"It's a little unsettling," said Palmer, 62, and a retired landscaper. "The Main Street was completely flooded. Stores had water up to the second-floor windows. People were polling in rowboats. We don't have a rowboat."

Palmer's home is on the Connecticut River flood plain, so she likely won't be inundated, but the town's sewage treatment plant could flood, as it did last year during Hurricane Irene, leaving them without water.

She has six prize goats, two of them milking. Hurricane-force wind gusts could also hamper getting buckets of water to the barn. "Livestock need fresh water all the time and those who are milking need more than ever," said Palmer.

"I have to get milk to the barn once a day and I am not sure I can tie a rope around my waist to get there," said Palmer. "I don't know how bad the gusts of winds are going to be. I am afraid to get out of the house."

The New York skyline remains dark Monday, Oct. 29, 2012, as seen from the Williamsburg neighborhood in the Brooklyn borough of New York. In an attempt to lessen damage from saltwater to the subway system and the electrical network beneath the city's financial district, New York City's main utility cut power to about 6,500 customers in lower Manhattan. But a far wider swath of the city was hit with blackouts caused by flooding and transformer explosions. (AP Photo/Frank Franklin II)

Video gamers in the Northeast angling to be among the first to play the highly anticipated "Assassin's Creed III" will have to wait a little longer ? even if they have power.

Area GameStop stores cancelled their midnight launches of Ubisoft's historical action sequel as Superstorm Sandy continued to disrupt the New York entertainment scene, including Broadway, talk shows, concerts and the premiere of "Anna Karenina."

New York City officials said that all film permits for Monday and Tuesday were revoked because of the storm and associated safety precautions.

"There will be no city authorized outdoor filming within the five boroughs," read a statement Monday from the Mayor's Office of Film, Theatre and Broadcasting.

Production was affected on several TV shows, including "Gossip Girl," ''Person of Interest," ''Smash," ''666 Park Avenue" and "Elementary." ''The Daily Show" and "The Colbert Report" also took Monday night off, and all 40 Broadway theaters will be dark through Tuesday.

The storm halted production on a few films as well, including Akiva Goldsman's "Winter's Tale" and Darren Aronofsky's "Noah."

"I take it that the irony of a massive storm holding up the production of 'Noah' is not lost," tweeted actress Emma Watson.

The storm forced Focus Features to postpone the Manhattan premiere of "Anna Karenina," which was set for Tuesday.

Jimmy Kimmel canceled his late night ABC talk show Monday. He was scheduled to host his Hollywood-based "Jimmy Kimmel Live!" all week from Brooklyn, where he was born. ABC said the network was hopeful Kimmel's show would return Tuesday with guests Howard Stern, Tracy Morgan, and Sharon Jones and the Dap Kings. David Letterman and Jimmy Fallon taped their talk shows without audiences.

"Theater owners here in New York had to cancel all the Broadway shows today," Fallon said in his opening monologue Monday. "Many performers were having trouble making it in to the city, and you could tell by that one show, 'Blue Man Guy.'"

Some network schedules were shaken up by the widespread power outages cutting into the available TV audience in the East.

CBS aired repeats instead of new episodes Monday night of "How I Met Your Mother," ''Partners," ''2 Broke Girls" and "Mike & Molly." A CBS News special on Sandy pre-empted "Hawaii Five-O."

The CW opted to air repeats of "90210" and "Gossip Girl."

ABC stuck to its schedule of new episodes of "Dancing with the Stars" and "Castle." Fox broadcast a previously scheduled rerun of "The X Factor," which had been planned if the San Francisco-Detroit World Series ended, as it did, in four games.

NBC aired fresh installments of "The Voice" and "Revolution."

Several stations interrupted network broadcasts with live news coverage of the storm.

ABC's "Good Morning America," NBC's "Today" show and "CBS This Morning" were expected to air live as usual Tuesday with extensive storm coverage. The daytime talk show "Live! With Kelly and Michael" planned to air a rerun Tuesday.

Sandy took a toll on the movie box office even before it made landfall. Ticket sales were down more than 11 percent compared to the same weekend last year, said Paul Dergarabedian, box-office analyst for Hollywood.com. This weekend's top film, "Argo," collected $12.1 million. The top film during the same weekend in 2011, "Puss in Boots," earned $34 million.

Several movie theaters remained closed Money night.

Concerts planned for New York and New Jersey were canceled or postponed, including performances by Journey, comedian Louis C.K., and the "Freedom to Love Now" show featuring Rufus Wainwright and fun., which is now set for spring of 2013.

Radio City Music Hall was shuttered until Wednesday. Carnegie Hall postponed concerts planned for Tuesday. Off-Broadway shows and even national tours of Broadway shows like "Anything Goes," currently in Wilmington, Del., closed their doors.

It was the most detrimental storm for the theater community since the threat of Hurricane Irene in late August 2011 prompted producers to cancel matinee and evening performances on both a Saturday and Sunday.

East Coast charity galas were also canceled, and fashion designer Prabal Gurung postponed the unveiling of his anticipated collection for Target until next week.

Supreme Court won't hear case of Liberty Bell abortion protester

WASHINGTON (Reuters) - The Supreme Court on Monday refused to hear the appeal of an anti-abortion protester who claimed his free speech rights were violated when park rangers removed him from a sidewalk near the Liberty Bell in Philadelphia.

Without comment, the court said it would not take up the case of Michael Marcavage, who was arrested in October 2007 when he used a bullhorn to lead a protest at the entrance to the Liberty Bell Center at Independence National Historical Park.

After refusing to accept an "oral permit" to protest elsewhere in the park, Marcavage, founder of the Repent America ministry, was arrested and ultimately convicted of two misdemeanors, which were later overturned.

Marcavage filed a separate civil case seeking damages from the federal government, the National Park Service and two park rangers, alleging violations of his rights under the U.S. Constitution.

In February, the 3rd U.S. Circuit Court of Appeals rejected his civil case. It said the rangers had qualified immunity, and that Marcavage was treated differently from others on the sidewalk because he was demonstrating without a permit, making too much noise, and potentially interfering with traffic.

On appeal, Marcavage had claimed that a sidewalk is a traditional public forum for speech. He said the 3rd Circuit struck an improper balance between legitimate law enforcement efforts and letting people exercise their rights.

The case is Marcavage v. Saperstein et al, U.S. Supreme Court, No. 11-1402.

'Curiosity' on Mars sits on rocks similar to those found in marshes in Mexico

ScienceDaily (Oct. 29, 2012) ? Millions of years ago fire and water forged the gypsum rocks locked in at Cuatro Ci?negas, a Mexican valley similar to the Martian crater where NASA's Rover Curiosity roams. A team of researchers have now analysed the bacterial communities that have survived in these inhospitable springs since the beginning of life on Earth.

"Cuatro Ci?negas is extraordinarily similar to Mars. As well as the Gale crater where Curiosity is currently located on its exploration of the red planet, this landscape is the home to gypsum formed by fire beneath the seabed," as explained by Valeria Souza, evolutionary ecologist at the National Autonomous University of Mexico (UNAM).

The researcher states that sulphur components from magma and minerals from the sea (carbonates and molecules with magnesium) are required to form gypsum. In the case of the Cuatro Ci?negas Basin, the magma under the seabed was very active. In fact, it allowed for the continent displacement during the Jurassic Period: "Here was where the supercontinent Pangea opened up some 200 million years ago, pushing the hemisphere north from the equator where it is now."

In the case of Mars, the scientists have not been able to confirm tectonic movement in its crust at any point, but they believe that a large meteorite crashed into its primitive sea. The fact that probing has detected gypsum in the Gale crater indicates that mineral-rich water was present and that sulphur was able to form due to the impact of the meteorite causing the crater.

It is no easy task to find a place on Earth similar to this Martian environment, except in Cuatro Ci?negas. For this reason astrobiologists toil in their work to understand how its bacterial communities work. "This oasis in the middle of the Chihuahua desert is a time machine for organisms that, together as a community, have transformed our blue planet yet have survived all extinctions. How they have managed to do this can be revealed by their genes," says Souza.

The team have analysed the 'metagenomes', the genome of the different bacterial communities that proliferate in these marshes by adapting parallel strategies to overcome survival challenges in a place with so little nutrients.

Green, red and blue springs

The results published in the journal Astrobiology reflect the existence of two communities in different pits for example. One is 'green' and is formed by cyanobacteria and proteobacteria that have adapted to the lack of nitrogen. Another is 'red' and is made of Pseudomonas and other micro-organisms that live without hardly any phosphorus. There are also blue springs which are generally deeper and lacking in nutrients.

"Understanding the usage and exploitation strategies of phosphorus is necessary in understanding what could happen in extreme scenarios like on other planets where there is a possibly serious limitation to this and other nutrients," explains Luis David Alcaraz, Mexican researcher participating in the study from the Higher Public Health Research centre of Valencia, Spain.

This project has enjoyed the support of Mexico's Carlos Slim Foundation and the Technological Innovation Research Project Support Programme of UNAM. It has also received the support of the National Science Foundation (NSF) of the USA and NASA, which has been studying Cuatro Ci?negas for more than a decade.

The Cuatroci?negas Flora and Fauna Protection Area is a protected area but the scientists and conservation groups are worried that its water is being over exhausted. "The bacterial communities have survived all types of cataclysms here such as the extinction of the dinosaurs or the majority of marine creatures. But, the only thing they are not adapted for is the lack of water," warns Souza.

Because boredom is common when exercising, switch up your routine each day. You won?t really want to exercise if you dread doing it, so finding new and interesting ways to exercise is a must. Keep your spirits up. If you lose interest in exercise and stop, you are going to lose your momentum. That will make it hard to get started again.

Treating yourself to something special when you hit an exercise milestone is a terrific idea and one that helps keep your enthusiasm high. The reward doesn?t have to be something really big. It can be something small, such as a small desert or a new pair of shoes. No matter what you choose, try to have fun. It is important to keep yourself motivated to meet your weight loss goals.

Who says a fitness regime can?t be exciting and even enjoyable? Having a good attitude and approaching your workouts the right way will increase your enjoyment of your exercise routine. Use these ideas to improve your mindset and start on your path to success.

China steps carefully with protesting middle class

(AP) ? A victory by protesters against the expansion of a chemical plant proves the new rule in China: The authoritarian government is scared of middle-class rebellion and will give in if the demonstrators' aims are limited and not openly political.

It's far from a revolution. China's nascent middle class, the product of the past decade's economic boom, is looking for better government, not a different one. They're especially concerned about issues like health, education and property values and often resist the growth-at-all-costs model Beijing has pushed.

The past week's chemical-plant protests reached an unruly crescendo over the weekend, when thousands of people marched through prosperous Ningbo city, clashing with police at times. The city government gave in Sunday and agreed to halt the plant's expansion.

Even so, the protesters did not back down, staying outside city government offices hours after the concession. About 200 protesters, many of them retirees, returned Monday to make sure the government keeps its word on the oil and ethylene refinery run by a subsidiary of Sinopec, the state-owned petrochemical giant.

"In yesterday's protest, the ordinary people let their voices be heard," a 40-year-old businessman who would give only his surname, Bao, said on the protest line Monday. Government officials, he said, "should say they are completely canceling the project. They should state clearly that they will stop doing these projects in Ningbo and the rest of China."

The protest in Ningbo ? a centuries-old trading center of tree-lined streets and canals south of Shanghai now surrounded by industrial development zones ? was well-timed. It came a few weeks before a transfer of power in the ruling Communist Party, and Beijing wants calm nationwide so as not to detract from the leadership transition.

Given that pressure and the fact that many Ningbo officials also have middle-class concerns about air pollution and other quality-of-life issues, the local government found it easier to back off, Peking University sociologist Liu Neng said.

"The government would need lots of courage to insist on keeping this project. The cost would be too high if the protest escalated to another level," Liu said. "Since the 18th party congress is around the corner, it is very important to maintain stability."

The protests underscore the challenge the incoming leaders face in governing an increasingly wealthy ? and wired ? population who are growing more assertive about issues they care about. Democratic movements in places such as South Korea and Taiwan started with the middle class, and in Taiwan's case environmental issues featured prominently.

It's not the first time the government blinked in the face of middle-class protesters.

In the past five years, officials in the northeastern port of Dalian and the southeastern port of Xiamen have relented on plans to operate or build petrochemical plants after large protests. In Xiamen's case, worries about declining property values figured as much as health issues.

In 2009, when Beijing ordered computer owners nationwide to install software that supposedly blocked pornography but that people feared was a back door to snooping, a national outcry forced it to back down.

Dalian, Xiamen and Ningbo are among the better-off cities in China. The treatment protesters there received has been gentler than the beatings and large-scale arrests often given to rowdy rural and working-class protesters. Those tend to be larger and more violent, and are seen as more of a direct challenge to the party, which supposedly represents the proletariat.

The recent protests across China against Japan's move to nationalize some islands in the East China Sea were rare cases in which the government tacitly allowed broader demonstrations.

Even among middle-class protesters, officials are not caving in to all demands. In Ningbo's case, the government did not heed protesters' demands for the mayor, Liu Qi, to step down, or for police to release protesters who refused to heed police orders to leave the area around the government offices. The city government said Monday police had taken away or detained 52 people in the three days of large protests, and denied rumors that anyone had been killed.

In the compromises of recent years, the outlines of an unspoken protest compact have emerged: Keep the demonstrations peaceful and focus largely on local issues, and the backlash will be minimal.

The crowds in the Ningbo protests carried smartphones and had mobile Internet connections. Though they often displayed a large dose of skepticism about the party's official rhetoric, they also urged fellow protesters to stay calm and not fight back against police. The government calibrated its response carefully.

After police tried to thwart the Ningbo protesters on Friday night and scuffles ensued, the government backed off. But the clashes angered the public and seemed to galvanize more participants. Police let the protesters gather and shout for hours, positioning hundreds of riot and military police in the city government compound but at first only sporadically deploying them. They let protesters march through the city's busy downtown without incident.

By appealing for peaceful protests, the Ningbo demonstrations attracted thousands of participants, said the writer and prominent social commentator Murong Xuecun, the pen name of author Hao Qun.

"That's a safer way to protest," he said. "If China wants to move toward democracy using a gentle approach, it will depend on the middle class."

Johnson wins at Martinsville, takes points lead

MARTINSVILLE, Va. (AP) ? Jimmie Johnson's expectations are high at Martinsville Speedway, and his results keep showing why.

The five-time series champion raced to his seventh career victory on NASCAR's trickiest oval Sunday, and the triumph helped him erase a seven-point deficit and supplant Brad Keselowski as the points leader with three events remaining.

But before handing Johnson the title, he cautioned, there's plenty of racing yet to do.

"I'm ecstatic about the win today and ecstatic about the points lead, but this is no cake-walk," Johnson said after the 59th victory of his career and fourth this season. "These guys are bringing their best each and every week. ... The next two races will tell the tale. Anything can happen. We could both wad it up next week and Clint Bowyer is your champion."

Johnson moved two points ahead of Keselowski, who finished sixth for his highest career showing at the track. The series next moves to Texas and Phoenix before finishing up at Homestead-Miami.

"I know this championship's going to come down to Homestead," Keselowski said. "You've just got to be in position to where you've got a shot at it and we're doing the things it's going to take."

Both drivers needed only to look at Denny Hamlin's day to be reminded that things can go south fast. Hamlin seemed poised to get in the thick of it, and then had an electrical problem that sent him to a 33rd place finish and out of contention.

"When these things happen, you've just got to suck it up and move on," Hamlin said. "There's nothing I can do about it. One of these days it's going to be our time. It's just not right now."

Keselowski's day was nowhere near as adventurous as Hamlin's, but effective all the same.

He started 32nd, methodically worked his way forward, and was never really a factor until he took a late gamble to grab the lead ? and a crucial bonus point. He was leading the race briefly when a caution flag flew and he and Dale Earnhardt Jr. opted to stay out, then watched as the other 16 lead-lap cars all headed for pit road for fresh tires.

"I think we've learned a lesson here in the past not pitting late, and that certainly came into play," Johnson said. "I felt like it was going to be a problem for him. We've been there before and stayed out and got beat."

When the race went back to green with 19 laps to go, Keselowski was a sitting duck whose best bet was to hang on for as long as he could and then avoid any Martinsville mayhem that cropped up in a furious dash to the finish.

He said the decision to stay out was his own, and he was shocked no one else followed.

"It's at the end of the race and half the field had just pitted 20 or 30 laps ago," Keselowski said. "If I was running 15th, I would have stayed out. I would have put 'em in my shoes and said by golly, I would have stayed out. None of those guys did and I don't know why. Well Dale (Earnhardt) Jr. did. He had some sense. It just wasn't meant to be."

Johnson, who led eight times for 193 laps, passed him on lap 487 on his way to making the race a bonus points bonanza. He got one for leading a lap, one for leading the most laps and three for the victory, wiping out a seven-point deficit.

Busch was second, followed by Kasey Kahne, Aric Almirola, Bowyer, Keselowski, Jeff Gordon and Brian Vickers.

On the final restart, Busch said he was trying to avoid spinning Johnson heading into turn one, but nudged him. Johnson slowed, and Busch too, and "when I went back to the gas, I spun my tires and got loose, and he squirted away from me."

Bowyer also had a great car, leading 154 laps, and Gordon led 92.

While the championship race tightened at the top, it also eliminated Hamlin, who seemed poised to get in the thick of it, and then had an electrical problem that sent him to a 33rd-place finish and out of title contention.

Until the problems arose, Hamlin had put on a clinic about how to pass cars on the 0.526-mile oval.

"When these things happen, you've just got to suck it up and move on," Hamlin said. "There's nothing I can do about it. One of these days it's going to be our time. It's just not right now."

After his first pit stop, Hamlin was penalized for entering pit road too fast, a penalty that moved him to the back of the lead lap, which was 31st. Immediately, he started quickly working his way forward.

After 200 laps, he was contending and actually left pit road with the lead, but again, he was penalized for speeding entering pit road, again dropping him to the back of the lead lap, this time 28th.

He again worked his way into the top five until his problems dropped him 34 laps behind.

Hamlin dropped 49 points off the pace. Bowyer is third, 26 back, and Kahne is 29 back.

(AP) ? The big storm taking aim at the East Coast a little more than a week before the election has scrambled campaign plans, with both candidates canceling events and President Barack Obama moving up his departure for Florida to beat the storm.

In an extraordinarily tight race, Hurricane Sandy has forced Obama and Republican Mitt Romney to toss out carefully mapped-out itineraries as the candidates work to maximize voter turnout while avoiding any suggestion they were putting politics ahead of public safety. Romney canceled plans to campaign in Virginia on Sunday, opting instead to join running mate Paul Ryan in Ohio.

"The storm will throw havoc into the race," Sen. Mark Warner, D-Va., said on "Fox News Sunday," noting that a Monday rally with Obama and former President Bill Clinton has already been canceled.

David Axelrod, a top adviser to Obama's campaign, said it was impossible to predict how the storm would affect the election but acknowledged it could drive down turnout to Obama's detriment.

"Obviously, we want unfettered access to the polls, because we think the more people that come out, the better we're going to do," Axelrod said on CNN's "State of the Union." ''And so, to the extent that it makes it harder, that's a source of concern."

On Saturday, Romney was in Florida speaking of bipartisanship, while Obama tried to nail down New Hampshire's four electoral votes.

The former Massachusetts governor presented himself as a staunch conservative during the Republican primaries but has struck a more moderate tone as he appeals for support from women and independent voters. He promised to "build bridges" with Democrats.

Romney coupled his message with digs at Obama for "shrinking from the magnitude of the times" and advancing an agenda that lacks vision.

Obama, heading to Florida on Sunday night rather than Monday as first planned, spoke with volunteers at a Teamsters hall in Manchester, N.H., on Saturday. "We don't know how this thing is going to play out. These four electoral voters right here could make all the difference."

Winning the White House takes 270 electoral votes. Obama is ahead in states and the District of Columbia representing 237 electoral votes; Romney has a comfortable lead in states with 191 electoral votes. The rest lie in nine contested states that remain too close to call.

The president adjusted his campaign speech at a Nashua rally to appeal to voters in low-tax New Hampshire, hammering Romney for raising taxes and fees when he led Massachusetts.

Obama accused Romney of running in Massachusetts on a pledge to lower taxes, then making life more expensive for the middle class after taking office.

"All he's offering is a big rerun of the same policies," Obama said.

The candidates worked to lock down every possible early vote without intruding on emergency preparations as the storm's expected track looked to affect at least four of the most competitive states: New Hampshire, North Carolina, Ohio and Virginia.

Obama canceled appearances in Prince William County, Va., on Monday, and Colorado Springs, Colo., on Tuesday so he could monitor Hurricane Sandy.

He moved the departure for Florida to beat the storm and planned a Monday stop in Youngstown, Ohio, before returning to Washington.

Instead of campaigning in Virginia as scheduled, Romney was set to join Ryan for three stops of his Ohio bus tour. Romney's trip to Florida was timed to coincide with the first day of in-person early voting in a state where 29 electoral votes are up for grabs.

Vice President Joe Biden canceled a Saturday rally in coastal Virginia Beach, Va., to allow officials there to focus on disaster preparedness and local security concerns. But he went ahead with an appearance in Lynchburg, which is inland.

Biden said Romney and Ryan are fleeing from their record to appear more moderate than they are. The Republican nominees, Biden said, "are counting on the American people to have an overwhelming case of amnesia."
